1. Acceptance of Terms
By accessing and using the Cleveland Hooning Report Tool website (the “Service”), you agree to be bound by these Terms and Conditions. If you do not agree to these terms, please do not use the Service.
These Terms and Conditions are governed by the laws of Queensland, Australia. By using this Service, you submit to the exclusive jurisdiction of the courts of Queensland.
2. About This Service
The Cleveland Hooning Report Tool is provided by Amanda Stoker MP, Member for Oodgeroo, to enable residents to report hooning incidents to Queensland Police Service and to track hooning activity in the Redlands area.
2.1 Purpose
This Service is designed to:
- Facilitate reporting of hooning incidents to Queensland Police Service
- Monitor and track hooning activity in the community
- Inform policing strategies and enforcement priorities
- Provide the community with information about hooning hotspots
2.2 Not an Emergency Service
IMPORTANT: This Service is NOT for emergencies.
If you are witnessing a hooning incident in progress, or if there is immediate danger to yourself or others, call 000 immediately.
This Service is for reporting incidents that have already occurred.
3. Eligibility
You must be at least 18 years of age to use this Service. By using this Service, you represent and warrant that you are at least 18 years old.
4. User Obligations
4.1 Truthful Reporting
When submitting a hooning report, you agree to:
- Provide truthful, accurate, and complete information
- Report only incidents you have personally witnessed or have direct knowledge of
- Not make false, misleading, or malicious reports
- Not exaggerate or embellish details of incidents
4.2 Lawful Use
You agree to use this Service only for lawful purposes. You must not:
- Use the Service to harass, defame, or harm any person
- Submit false or fraudulent reports
- Impersonate another person
- Interfere with or disrupt the Service or servers connected to the Service
- Attempt to gain unauthorised access to any part of the Service
- Use the Service in any way that violates any applicable local, state, national, or international law
4.3 Prohibited Content
You must not submit reports that contain:
- Defamatory, obscene, offensive, or abusive content
- Content that promotes violence, discrimination, or hatred
- Content that infringes intellectual property rights
- Malicious code, viruses, or harmful software
- Personal information of others (beyond what is necessary for the report)
5. Information Sharing and Privacy
5.1 Sharing with Authorities
By submitting a report, you acknowledge and consent to:
- Your report (including your contact details) being shared with Queensland Police Service for investigation and enforcement purposes
- Your report being shared with the office of Amanda Stoker MP, Member for Oodgeroo
- Incident details (without your personal identifying information) being displayed on a public hotspot map
5.2 Privacy Policy
Your use of this Service is also governed by our Privacy Policy, which explains how we collect, use, and protect your personal information. By using this Service, you consent to the collection and use of your information as described in the Privacy Policy.
6. Public Hotspot Map
6.1 Approval Process
Not all submitted reports will appear on the public hotspot map. We reserve the right to:
- Review and moderate all submissions before publication
- Approve or decline any submission for publication
- Remove any submission from the public map at any time
6.2 Information Displayed
The public hotspot map displays approved incidents showing:
- General location (street or intersection)
- Date and time of incident
- Type of incident
The map does NOT display:
- Reporter names or contact details
- Specific house numbers or full addresses
- Vehicle registration numbers
- Any information that could identify individual reporters or be used to target individuals
7. No Guarantee of Police Action
While all reports are forwarded to Queensland Police Service, we cannot and do not guarantee:
- That police will investigate every report
- That enforcement action will be taken
- Any specific outcome or response
- That you will be contacted about the outcome of your report
Policing priorities and resources are determined by Queensland Police Service, not by this Service or the Member for Oodgeroo’s office.
8. Disclaimer of Warranties
The Service is provided on an “as is” and “as available” basis. To the fullest extent permitted by law, we make no warranties or representations about:
- The accuracy, reliability, or completeness of the Service
- The Service being uninterrupted, timely, secure, or error-free
- Any defects in the Service being corrected
- The Service being free from viruses or other harmful components
9. Limitation of Liability
To the fullest extent permitted by law:
9.1 Indirect Damages
We are not liable for any indirect, incidental, special, consequential, or punitive damages arising out of or related to your use of the Service, including but not limited to:
- Loss of profits, data, or goodwill
- Service interruption
- Computer damage or system failure
- Cost of substitute services
9.2 Direct Damages
Our total liability to you for any claims arising out of or related to the Service shall not exceed AUD $100.
9.3 Queensland Law
Nothing in these Terms and Conditions excludes, restricts, or modifies any guarantee, warranty, term, or condition, right, or remedy implied or imposed by any legislation (including the Competition and Consumer Act 2010 (Cth)) which cannot lawfully be excluded, restricted, or modified.
10. Indemnification
You agree to indemnify, defend, and hold harmless Amanda Stoker MP, her staff, contractors, and affiliates from any claims, liabilities, damages, losses, costs, or expenses (including reasonable legal fees) arising out of or related to:
- Your use of the Service
- Your violation of these Terms and Conditions
- Your violation of any rights of another person or entity
- Any false, misleading, or malicious reports you submit
11. Intellectual Property
11.1 Ownership
All content on this Service, including text, graphics, logos, images, and software, is the property of Amanda Stoker MP or its licensors and is protected by Australian and international copyright laws.
11.2 Limited Licence
We grant you a limited, non-exclusive, non-transferable licence to access and use the Service for personal, non-commercial purposes only. You may not:
- Modify, copy, distribute, or reproduce any content from the Service
- Use any content for commercial purposes without our written permission
- Remove any copyright or proprietary notices
12. Third-Party Services
The Service may integrate with or link to third-party services, including:
- Email service providers
- Mapping services (Google Maps)
- Website hosting services
We are not responsible for:
- The availability, accuracy, or content of these third-party services
- Any damage or loss caused by your use of these services
- The privacy practices of these third-party services
Your use of third-party services is subject to their own terms and conditions and privacy policies.
13. Modification and Termination
13.1 Modification of Service
We reserve the right to:
- Modify, suspend, or discontinue the Service (or any part of it) at any time
- Change these Terms and Conditions at any time
If we make material changes to these Terms and Conditions, we will notify you by:
- Posting the updated terms on the Service
- Updating the “Last updated” date at the top of this page
Your continued use of the Service after such changes constitutes acceptance of the updated terms.
13.2 Termination of Access
We reserve the right to terminate or suspend your access to the Service, without notice, for:
- Violation of these Terms and Conditions
- Submission of false or malicious reports
- Any conduct we deem inappropriate or harmful
14. Governing Law and Jurisdiction
These Terms and Conditions are governed by the laws of Queensland, Australia. Any dispute arising out of or related to these Terms and Conditions or the Service shall be subject to the exclusive jurisdiction of the courts of Queensland.
15. Severability
If any provision of these Terms and Conditions is found to be invalid or unenforceable, that provision shall be deemed severed from these Terms and Conditions and shall not affect the validity and enforceability of the remaining provisions.
16. Entire Agreement
These Terms and Conditions, together with our Privacy Policy, constitute the entire agreement between you and us regarding the use of the Service and supersede any prior agreements or understandings.
17. No Waiver
Our failure to enforce any provision of these Terms and Conditions shall not be deemed a waiver of that provision or any other provision.

- You will provide truthful and accurate information in all reports

- There is no guarantee of police action or investigation of your report
- You are at least 18 years of age
